Sullivan & Worcester LLP Bolsters Environment, Energy & Natural Resources and International Groups with Addition of Premier Pesticide Law Group
Washington, D.C. – April 18, 2012 – Sullivan & Worcester LLP is pleased to announce that Leonard A. Miller and Telisport W. Putsavage have joined the firm as of counsel and counsel, respectively, in the Environment, Energy & Natural Resources and International Groups. These lawyers, along with two Staff Scientists, Robert G. Butz, Ph.D. and Janine Gydus, comprise one of the premier groups advising U.S. and international pesticide companies on state and federal regulatory, transactional, and enforcement matters.
Mr. Miller has represented many large domestic and international companies and trade associations in navigating U.S. environmental, health and safety issues, and has deep experience addressing these issues in the pesticide industry, in particular with agricultural chemicals. At the beginning of his career, as one of the charter members of the U.S. Environmental Protection Agency (EPA), he helped establish the basic structure for the modern-day regulation of air and water pollution and handled ground-breaking enforcement actions across the United States. Mr. Miller was one of the founders of the law firm Swidler & Berlin LLP, where he headed the environmental practice. He has advised companies entering the U.S. agricultural market, and has handled cases involving aldrin/dieldrin, PCBs, dioxins, lead and asbestos. He has represented the National Asphalt Pavement Association on environmental health and safety issues for over 20 years. Also, Mr. Miller has a water regulatory expertise and more recently has worked on cross-border water infrastructure projects, an area of focus of S&W’s Environment, Energy & Natural Resources Group.
Mr. Putsavage has more than 25 years of experience in environmental law and regulation, most recently with a focus on pesticides throughout most of his practice. He counsels pesticide producers, distributors, retailers and trade associations on federal and state regulatory, business, and litigation matters. He has successfully represented both pioneer and generic registrants in numerous data compensation matters. Previously, Mr. Putsavage was Assistant Counsel at the New York State Department of Environmental Conservations for many years. Among his assignments, he advised the New York State Olympic Task Force on environmental matters in preparing for the Lake Placid, New York Games. Mr. Putsavage also served as an Assistant Attorney General in the Maryland Department of the Environment, focusing on Clean Air Act matters.
At Sullivan & Worcester, the group will continue to represent a broad array of pesticide manufacturers, with a focus on the agricultural chemical industry, advising domestic and international pesticide companies within the framework of the firm’s Environment, Energy & Natural Resources and International Groups. The group will capitalize on the synergies with S&W’s environmental, regulatory, transactional and litigation work. As a leader in representing overseas companies entering the U.S. market, the pesticide group also will work within the firm’s International Group. S&W’s International Group provides legal support to foreign companies that invest in or seek to commercialize technologies, products, and services in many sectors of the United States economy.
Jeffrey M. Karp, leader of the Environment, Energy & Natural Resources Group, says that “Leonard, Tel, Robert and Janine are well-known as a go-to practice for the pesticide industry. They have a strong client base that complements nicely our roster of environmental and international clients, and our fields of practice. The addition of these seasoned lawyers and scientists enables us to increase our capabilities, and expand the breadth of services we offer to our clients.”
