Jim Wrathall, counsel, is a member of the Environment, Energy & Natural Resources Group in the firm’s Washington, D.C. office. Mr. Wrathall represents clients in federal and state court litigation matters involving water resources, advanced biofuels, property rights, business ownership disputes, and technology and intellectual property claims and assets. Mr. Wrathall counsels companies on clean energy, energy efficiency, environmental and water resources issues, and assists clients in obtaining financing for intellectual property assertion and technology development projects.

Mr. Wrathall previously served as Senior Counsel to the U.S. Senate Environment and Public Works (EPW) Committee from 2007 through 2011. At the EPW Committee, Mr. Wrathall was responsible for climate and clean energy, water resources, and environmental legislation, oversight of Executive Branch programs, and interfacing on energy and environmental matters with federal, state, regional and foreign officials.

Prior to his service with the Senate, Mr. Wrathall was with the international law firm Wilmer, Cutler & Pickering, now WilmerHale LLP, where he was a partner with the firm for 11 years. At WilmerHale, Mr. Wrathall served as lead counsel in numerous federal district court, appellate, and bankruptcy court matters, including all phases of discovery, pre-trial proceedings, motions practice, evidentiary hearings, trials and appeals. He represented clients in energy and environmental matters before federal and state agencies, conducted internal investigations, handled technology transactions, and advised growth stage companies on regulatory, financing, intellectual property and corporate issues.
